In regions like Apurímac, Arequipa, Moquegua, Piura, Loreto, and Ancash, Peru has established subnational multi-stakeholder groups (MSGs) that bring together government officials, mining companies, and civil society—including community representatives—to monitor extractive revenues and guide investment decisions. These groups serve as local platforms for dialogue, where concerns can be raised, project priorities debated, and spending decisions made more transparently. This approach not only enhances democratic participation but also helps ensure that mining revenues are aligned with local development needs, contributing to a more stable and legitimate presence for extractive operations.
A key policy tool supporting this process is the Ministry of Economy and Finance’s Transfers Transparency Portal, which publicly discloses monthly details of mining-related transfers to regional and municipal governments. This platform empowers communities, journalists, and civil society organizations to track the flow of resources and hold local authorities accountable. By making financial data accessible and user- friendly, the portal reduces suspicion of mismanagement or elite capture and reinforces the perception that mining can deliver tangible public benefits. Transparency in this form strengthens the social license to operate by demonstrating that mining is not only profitable, but also fair and responsive to public scrutiny.
In parallel, Peru has piloted targeted community engagement initiatives in high-impact mining regions such as Cotabambas and Espinar. These efforts include the co-creation of information materials in Spanish and Quechua to explain revenue flows, environmental safeguards, and legal rights, particularly in relation to Free, Prior, and Informed Consent (FPIC). By simplifying complex technical data and fostering informed participation, these tools enable communities to engage more confidently in discussions about mining projects. Together, these policy innovations and grassroots efforts transform the EITI framework from a compliance mechanism into a platform for empowerment, trust-building, and inclusive governance.
