Wind Energy Projects in La Guajira Stall Over Social License Issues
As of June 2025, Colombia’s renewable energy ambitions in La Guajira have hit a major roadblock. Despite plans for over 1.1 GW in wind capacity, only 32 MW have been realized due to regulatory delays, weak transmission infrastructure, and a lack of genuine consultation with Indigenous Wayuu communities. Developers like Enel and EDP Renewables have withdrawn from key projects. Tensions have escalated over turbines placed near sacred lands without proper consent. Authorities now stress that projects must gain true Social License to Operate, with over 20 wind farms stalled amid cultural, legal, and governance obstacles.
