EU needs rare earths strategic reserves against China threat, commissioner tells paper

On June 23, 2025, EU Commissioner Stéphane Séjourné warned of the strategic threat posed by Europe’s dependence on China for rare-earth elements, which are critical to clean energy, electronics, and defense. With over 90% of global rare-earth processing under Chinese control, he urged member states to establish joint strategic reserves, similar to oil and gas stockpiles. The proposal aims to shield Europe from supply shocks and geopolitical leverage. Alongside this, the EU plans new tenders to support alternative sources, including projects in Africa. These actions mark a strategic pivot toward resilience and reduced reliance on Chinese supply chains.
