SLO is increasingly viewed as a multi-actor challenge involving governments, civil society, Indigenous groups, and companies. Key tools include digital mining cadasters, community-based monitoring, and accessible conflict resolution mechanisms. Systematic reviews (2020–2024) show that platforms like real-time license databases and participatory budgeting foster trust and reduce conflict. Countries such as Zambia and Ecuador have modernized cadastre systems to improve transparency and oversight. These measures help translate legal norms into fair, practical outcomes on the ground.
